Corrections and probation teams rarely need one radio model for everyone. What a two-way radio does, and what it does not do
This matters more in corrections than in any other industry we serve, so it is stated up front rather than buried in a footnote.
What a radio does well is carry a human voice to other people quickly and reliably. That is genuinely valuable, most of the difference between a contained incident and an uncontained one is made in the minutes when officers are talking to each other. But the radio is the communication layer. Duress alarms, personal alert safety systems, inmate location and accountability systems, cell-door control, and camera systems are separate products with separate requirements, and a facility that needs those should specify them as such.
If your agency's policy requires a monitored man-down or duress capability, tell us before you buy. How many radios does a corrections or probation team need?

Inside the facility
Prioritize physical durability, loud and clear audio over hard surfaces, and batteries that comfortably outlast a shift. Do corrections radios require an FCC license?
Most UHF and VHF business radios operate on frequencies licensed under FCC Part 90. Models such as the CP100d, R2, R7, XPR 3500e, SL300, and SL3500e generally require an appropriate license and programming for the frequencies your agency is authorized to use.

A practical channel plan for a facility
A channel plan keeps routine movement traffic from competing with control or an active incident. A typical starting structure:

Privacy tones and digital talkgroups reduce cross-talk between channels, but they are not encryption and should not be described to staff as making a conversation private. If your policy requires secure voice, that is a specific programming and equipment requirement, raise it before you order.
Where radios lose signal inside a facility
Corrections buildings are among the hardest RF environments in commercial radio. Reinforced concrete, steel doors, dense rebar, and below-grade sections all attenuate signal badly. Common dead zones:
- Basements, tunnels, and below-grade service corridors
- Stairwells and elevators
- Sally ports and vehicle bays with heavy steel doors
- Segregation and special housing with thicker construction
- The far edges of a perimeter or outlying buildings
Test these locations on site with the actual radios before committing to a fleet size. When coverage fails in a facility, the fix is almost always a repeater or a properly designed system, not more handhelds. Adding radios to a coverage problem multiplies the problem.
Radios for inmate transport
Transport is where facility radios stop working and teams often discover it the hard way. Once a vehicle leaves the property, a conventional handheld has no path back to control unless you own infrastructure along the route.

Durability, batteries, and shift length
Corrections radios take more physical abuse than almost any other commercial fleet: dropped on concrete, handled by every shift, cleaned constantly. Specify accordingly.
