What does intrinsically safe actually mean?

Intrinsic safety is a protection method that works by limiting energy. Rather than containing an explosion or sealing the device against gas ingress, an intrinsically safe device is engineered so that neither normal operation nor a credible fault can produce a spark or a surface temperature capable of igniting the surrounding atmosphere.

This is a different concept from ruggedness. A radio with a high IP rating and a military drop specification is protected against water, dust and impact. None of that limits ignition energy. Buying a tough radio for a hazardous area is a category error that safety auditors catch.

It is also distinct from explosion proof, which contains an ignition inside a robust enclosure. For handheld radios, intrinsic safety is the appropriate and practical method, because it does not require a heavy sealed housing.

What is TIA-4950?

ANSI/TIA-4950 sets the requirements for battery powered portable land mobile radio equipment used in Class I, II and III, Division 1 hazardous classified locations. It exists because general purpose intrinsic safety standards did not address the specific issues of small battery powered devices that must run for long duty periods and move between classified and non classified areas between charges.

Motorola Solutions adopted TIA-4950 for hazardous location certification of its radios, with compliance testing carried out by UL. This represents a transition from the earlier FM approval under FM3610. The practical effect for buyers is that current approved radios carry a UL TIA-4950 marking rather than the older FM marking, and the hazardous location classification coverage is equivalent to what the previous standard provided.

If you have existing radios carrying the older FM marking, they were certified under the standard in force at the time. Whether they remain acceptable is a question for your site's safety authority, not something a supplier can rule on.

What do the Class and Division ratings mean?

The classification describes what hazardous material is present and how often.

Class II Combustible dusts. Grain handling, flour milling, coal, some manufacturing.
Class III Ignitable fibres and flyings. Textiles, woodworking.

Groups Subdivisions by specific material. Groups C and D for gases, E, F and G for dusts.

Radios approved to TIA-4950 are rated for Division 1 use in Class I Groups C and D, Class II Groups E, F and G, and Class III locations. Some UL approved radios additionally carry Division 2 coverage extending to Class I Groups A and B.

Division 1 is the stricter requirement. A radio rated for Division 1 is acceptable in a Division 2 area, but not the reverse.

Does the battery need to be intrinsically safe too?

Yes, and this is the requirement most frequently missed.

The certification applies to the radio and battery as a certified assembly. The battery is the energy source, so intrinsic safety cannot be assessed without specifying which battery is fitted. A radio that carries a UL TIA-4950 approval is only approved when fitted with an intrinsically safe rated battery option. Fit a standard battery, or an aftermarket battery, and the certification is not valid, regardless of what is printed on the radio.

Practical consequences for anyone running a fleet in a hazardous area:

  • Order IS rated batteries deliberately. They are a specific part, not the default.
  • Never mix IS and standard batteries in the same store cupboard. Label and segregate them.
  • Replacement batteries must be the IS rated part. A well meaning purchasing decision to buy a cheaper equivalent creates a compliance failure that nobody notices until an audit.
  • Do not use aftermarket batteries in hazardous areas under any circumstances.

What else voids the rating?

  • Unapproved accessories. Speaker microphones, earpieces and chargers used in a classified area must themselves be approved for it. An unapproved remote speaker microphone on an approved radio is a non compliant assembly.
  • Physical damage. A cracked housing or damaged battery contact compromises the protection the certification assumes.
  • Field repair or modification. Any repair outside the approved process voids the certification.
  • Charging in a classified area. Chargers are generally not approved for use in hazardous locations. Charge outside the classified area unless the charger is explicitly rated for it.

How do I know if my site needs intrinsically safe radios?

The classification of your site is determined by a hazardous area assessment carried out under your safety management system, typically referencing the National Electrical Code. It is not something a radio supplier can determine for you, and you should be cautious of any vendor who offers to.
